Some awnsers:
Amsterdam centre is not that big, so you'll always be pretty close to everywhere.
2 weeks is pretty long, but in the summer there are festivals and parties everywere all the time, so you won't get bored a second. But you could also hop over to Berlin and back for a couple of days, for instance.
Cycling is fun but tourist suck at it, so bring your skateboard, there are some goods parks here, like this one:

Drinking start at 16, strong liquer at 18, same goes for smoking (all sorts)…law enforement isn't that strong as long as you behave decent. But most importantly: Amsterdam is well organised, laid-back, decent, clean, open minded city so no, you should not be worried just chill out and have fun,

The legal age for buying cigarettes is 16. Buying marijuana is a different matter. Officially possessing marijuana is illegal, but it is tolerated for personal use. That’s why there is no official age limit for buying marijuana. To avoid problems with the authorities most shops will use 18 as an age limit. On queens day (koninginnendag) we sat down on a terrace not realising it belonged to a coffee shop. We were sent away because we had a 13 year old girl with us. And we only wanted something to drink.
I am not sure if skateboards are allowed on the streets, push scooters (we call then “step”) are. But a bigger problem would be the streets. I don’t think most streets in the city centre are suited for small wheels like the one on a skateboard. I never tried it because I don’t own one. And I hardly ever see anyone on a skateboard or a push scooter on the street. Maybe you can take a look with Google streetview. That way you can see if the streets are suited.

It is confusing. I looked it up for you and the toleration policy states that persons aged 18 or older are allowed to buy 5 grams of marijuana in “tolerated” coffee shops. And you are allowed to smoke a joint at home or in the “tolerated” coffee shops. It gets more confusing. At the moment you are not allowed to smoke anything with tobacco (cigarette/cigars) in restaurants and bars. This also applies to coffee shops. So smoking a joint in a coffee shop is only allowed when it doesn’t contain any tobacco.
The enforcement of legal age is a weak point in the Netherlands. You can buy cigarettes and alcoholic beverages when you’re underage. The shops are trying to sharpen the enforcement, but when the shop is crowded and you look old enough they not always ask for an id. Especially in the supermarket where you can buy low alcoholic beverages like beer when you’re under 16. I’m not sure how strict the age enforcement is in coffee shops. I can imagine that the coffee shops are stricter about the enforcement in fear of losing their licence. You can try it out when you’re in Amsterdam . The worst that can happen is that they don’t sell you anything (or that they do).
